The criminal proceedings initiated on the basis of the activities carried out by the operative-investigative department of the RA Anti-Corruption Committee, established that the director of a company providing measurement services facilitated the receipt of illegal rewards by the deputy head of the relevant department of the RA Cadastre Committee, as well as personally bribed an official of the Ministry of Defense.
Thus, after the application submitted by a citizen to the RA Cadastre Committee for the purpose of state registration of the right to real estate was rejected on the basis of non-compliance with urban planning documents, the latter turned to the director of the aforementioned company, for solution to the issue, who, in turn, addressed to an official of the Cadastre Committee, who demanded an illegal payment of USD 1,500 to resolve the issue. Having reached an agreement, the official recommended the citizen to submit a new application to the committee on other grounds.
On November 14, 2024, the citizen passed the requested USD 1,500 over to the director of the company, who on the same day transferred USD 1,000 to the above-mentioned official through an employee of the Cadastre Committee, and personally disposed of the remaining amount. As a result, on November 19, 2024, the state registration of the right to real estate was carried out.
In addition, the preliminary investigation revealed that the director of the same company gave a bribe in the amount of AMD 100,000 to the head of the territorial unit of the Conscription and Mobilization Service of the RA Ministry of Defense in order to exempt his employee from participating in the regular training exercises.
Six persons, including officials of the RA Cadastre Committee and Ministry of Defense, as well as the director of the company, were charged under the relevant articles of the RA Criminal Code for giving, receiving, assisting and abetting illegal remuneration, as well as giving and receiving a bribe. The preliminary investigation of the criminal proceedings has been completed. The indictment has been approved by the prosecutor, and the materials of the proceedings have been sent to the RA Anti-Corruption Court.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
