The criminal proceedings initiated as a result of operational-investigative measures carried out by the Anti-Corruption Committee of the Republic of Armenia established that persons holding managerial positions in Yerevan Municipality, with the assistance of former officials of the Municipality, received a total of AMD 2.5 million in bribes for committing illegal acts in favor of representatives of construction companies, as well as for issuing a favorable administrative act in the manner prescribed by law, and also abused their powers.
The preliminary investigation revealed that throughout 2024, representatives of some construction companies reached an agreement with two former officials of Yerevan Municipality to facilitate the adoption of favorable administrative acts in their favor by bribing officials of the Municipality. Based on the agreements reached, the intermediaries organized the aforementioned process by transferring the bribe amount to the deputy head of the relevant department of the Municipality and the head of the service. In particular, the representatives of the construction companies gave bribes of about AMD 2,500,000 to the aforementioned officials of the Municipality through the intermediaries for not recording the violations committed during the construction of the multi-apartment buildings they built and to illegally obtain the act of completion.
In addition, the preliminary investigation established that the applications submitted by the construction organization for obtaining a permit to start construction for the power supply of the multi-apartment building were illegally rejected 3 times by the head of the relevant department of the Municipality, as a result of which the constructor was obliged to resort to illegal actions, namely, for obtaining the construction permit provided by law, through the above-mentioned former officials he gave a large bribe to the head of the municipal service. Afterwards, the official who received the bribe acted as an intermediary with the head of the department, who had previously rejected the applications to satisfy the application submitted by the construction company, as a result of which a written approval was given to the application submitted by the construction company for the fourth time.
The preliminary investigation carried out under criminal proceedings also revealed cases of demanding and receiving bribes by the officials of Arabkir administrative district from the constructor in exchange for not recording the detected administrative violations.
Twelve persons, including three officials of Yerevan Municipality and former officials who assisted them, were charged with receiving bribes in large amounts, aiding and abetting bribery, as well as abusing official powers. Arrest was applied as a measure of restriction against four of them, home arrest was chosen against one of them, and a ban on absence and suspension of powers were chosen as a combined measure of restriction for the officials of Arabkir administrative district.
The preliminary investigation of the criminal proceedings has been completed. The indictment has been approved by the prosecutor, and the materials of the proceedings have been sent to the Anti-Corruption Court of the Republic of Armenia.
