As a result of extensive evidentiary and other procedural actions carried out under the criminal proceedings initiated by the Anti-Corruption Committee of the Republic of Armenia on the basis of a report received from the State Revenue Committee, established that on December 10, 2025, the Head of the Customs Service and Control Department of the State Revenue Committee, his deputy, and a customs inspector of the same department, acting with the intent to conceal the presence of goods subject to customs duties in the amount of AMD 11,372,640, instructed the driver of a truck entering the Republic of Armenia through the “Agarak” customs checkpoint to bypass the X-ray inspection area, with the assistance of the authorized representative of the cargo.
Subsequently, upon the instruction of the department head, the customs inspector, in violation of the procedures for applying customs identification measures, failed to apply a securing measure to the vehicle after completing the weighing process. Thereafter, the deputy head, acting in prior agreement with the department head, removed the securing measure separated by the inspector and installed it on the truck without proper documentation in order to enable its easy removal later. The vehicle then exited the checkpoint area, accompanied by the deputy head and the economic operator.
After leaving the checkpoint area, upon the deputy head’s instruction, the truck was stopped and the above-mentioned cargo was unloaded. The securing measure was then reapplied and photographed.
As a result of the abuse of official powers contrary to state and service interests, the cargo belonging to the business entity was not subjected to customs control, and the company director concealed the taxable goods with the intent to evade customs payments, causing especially large-scale damage to the state in especially large amount of AMD 11,372,640.
The department head, his deputy, and the customs inspector have been charged under Article 441, Part 2, Clauses 2 and 4 and Article 46–290, Part 1 of the Criminal Code of the Republic of Armenia, while the authorized representative of the cargo who assisted them, has been charged under Article 46–441, Part 2, Clauses 2 and 4 of the Criminal Code.
Arrest has been applied as a measure of restriction against the department head, his deputy, and the authorized representative. With respect to the customs inspector, a ban on absence, bail in the amount of AMD 5 million, and suspension from office have been applied.
The preliminary investigation under the criminal proceedings has been completed, and the materials of the proceedings, together with the indictment, have been referred to the Anti-Corruption Court of the Republic of Armenia.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
