The preliminary investigation under the criminal proceeding investigated in the RA Anti-Corruption Committee established that the person who held the position of the head of Ani community of RA Shirak marz in 2004-2022, using his state and official powers and the influence caused by them to the detriment of official interests, illegally alienated to his relative community-owned buildings and facilities, with a market value of AMD 14,5 and 5 million respectively, without assessing their market value, at prices significantly lower than the cadastral and market prices.
In particular, the preliminary investigation revealed that the above-mentioned official, based on the consent granted by the decision of the community council, organized and carried out an auction sale of 1217.74 square meters of real estate located on the territory of the community, setting the starting price at AMD 608 thousand, which is significantly lower than the cadastral value. As a result, the head of the community alienated the said property to his relative at a price, by AMD 8 million lower than the cadastral value, namely at AMD 812 thousand, causing property damage to the legitimate interests of the community in the amount of about AMD 14.5 million.
In addition, it was established that the head of the community organized and carried out an auction sale of another community-owned real estate located on the territory of the given community, with an area of 649.14 square meters, with a market value of AMD 5 million. As a result, the above-mentioned real estate was again alienated to his relative at a price approximately AMD 3 million less than the cadastral value, namely at AMD 352,000, which caused property damage to the legitimate interests of the community in the amount of about AMD 5 million.
The former head of Ani community was charged with the above-mentioned criminal acts under Article 441, Part 1 of the Criminal Code of the Republic of Armenia (2 episodes).
The preliminary investigation under the criminal proceedings has been completed, and the materials of the proceedings have been sent to the Anti-Corruption Court of the Republic of Armenia with an indictment.
By the way, it should be noted that within the period from January 1 to August 14, 2025, 12 criminal proceedings against the heads of 13 communities were sent to court with an indictment. Among them are the former heads of the communities of Ptghni and Abovyan in Kotayk marz, Ijevan in Tavush marz, Byurakan in Aragatsotn marz, Nor Kharberd and Goravan in Ararat marz.
In total, under the criminal proceedings completed during the reporting period, the property damage caused to the community amounted to more than AMD 424 million, of which about AMD 7 million were actually recovered in monetary form, and 9 land plots worth AMD 159 million were recovered in property form.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
