The preliminary investigation under the criminal proceedings initiated by the Anti-Corruption Committee of the Republic of Armenia established that the person holding the position of commander of military unit N of the Ministry of Defense deliberately created a situation of apparent need for improved housing conditions by formally alienating other real estate owned by him and, by means of fraud, unlawfully acquired a state-owned apartment granted to him by order of the Minister of Defense for gratuitous use.

The investigation revealed that, while permanently residing in an apartment owned by him and his spouse, on October 9, 2018, the official submitted false information to the Central Housing Commission of the Ministry of Defense regarding his housing conditions. Based on that information, the commission issued a favorable opinion to grant him ownership, free of charge, of an apartment located at one of the addresses in Yerevan.

As a result, in July 2019, an apartment recorded on the balance sheet of the Ministry of Defense and valued at an especially large amount of AMD 21,400,000 was transferred to him free of charge as private property.

The latter has been charged under Article 178, Part 3, Clause 1 of the Criminal Code of the Republic of Armenia adopted on April 18, 2003 and repealed as of July 1, 2022 (corresponds to Article 255, Part 3, Clause 3 of the current Criminal Code of the Republic of Armenia).

The preliminary investigation under the criminal proceedings has been completed, and the materials of the proceedings, together with the indictment, have been referred to the Anti-Corruption Court of the Republic of Armenia.

Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
