Police Official Charged with Drafting Numerous False Administrative Offense Reports; Suspended from Office

Within the framework of criminal proceedings initiated by the Anti-Corruption Committee of the Republic of Armenia on the basis of materials received from the Internal Security and Anti-Corruption Department of the Ministry of Internal Affairs of the Republic of Armenia, it has been substantiated that an official of the Police of the Republic of Armenia drafted false reports concerning alleged administrative offenses committed by more than a dozen citizens.

In particular, within the period from January 4 to April 3, 2023, despite the fact that 13 citizens had not committed any administrative offense prescribed by law, the said official, without their participation, drafted 17 false reports entailing legal liability against them and placed those reports into official circulation.

As a result of the police officer’s actions, the aforementioned citizens were each fined AMD 50,000.

The police officer has been charged with official forgery under Article 445, Part 1 of the Criminal Code of the Republic of Armenia (17 episodes). A ban on absence from the Republic of Armenia and suspension from office have been applied as a measure of restriction against him.

The preliminary investigation has been completed, and the case materials, together with the indictment, have been referred to the Anti-Corruption Court of the Republic of Armenia.

Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
