Within the framework of the timeline approved by the Prime Minister of the Republic of Armenia’s Decision No. 8-A of January 8, 2025, “On Launching the Budgetary Process of the Republic of Armenia for 2027,” and in accordance with the duly published announcement, a working meeting was held at the Anti-Corruption Committee of the Republic of Armenia to discuss the draft 2027–2029 Mid-Term Expenditure Program and the 2027 budget proposal with representatives of civil society organizations.
During the meeting, participants addressed the main program included in the proposed 2027 budget, its constituent activities, and the projected performance indicators characterizing their expected outcomes.
Emphasizing the importance of discussing agenda items in such a format, Deputy Chairman of the Anti-Corruption Committee Armen Asatryan noted that the Committee is guided in its activities by the principles of transparency and accountability, highlighting in this context the importance of ongoing engagement and dialogue with civil society organizations.
The Deputy Chairman also stressed the significance of this state policy priority aimed at discussing the budgetary process with civil society representatives, which allows for the incorporation of public opinions and positions into decision-making in this field. The Secretary General of the Committee Karen Margaryan presented the expected allocations from the state budget under the 2027–2029 Mid-Term Expenditure Program and elaborated on the proposed expenditure directions for implementing the planned activities.
He further detailed the logic behind the annual allocation proportions and the priorities underpinning them. The meeting also included a comprehensive discussion of the performance indicators underlying the 2027–2029 program and the 2027 budget proposal, noting that suggestions from civil society representatives are regularly incorporated into this list.
Movses Aristakesyan, President of the “Center for Economic Law” NGO, expressed satisfaction with the cooperation between the Anti-Corruption Committee and civil society, as well as with the constructive discussions held within this framework. He emphasized that at various stages of the budget discussions, the Committee has consistently taken into account proposals submitted by the organization, incorporating some of them into the performance indicators.
