The preliminary investigation under the criminal proceedings initiated by the RA Anti-Corruption Committee, based on materials received from the Internal Security and Anti-Corruption Department of the RA Ministry of Internal Affairs revealed facts of abuse of official powers, official forgery, and aiding in the above-mentioned obvious crimes by 11 police officers. In particular, the preliminary investigation established that on August 16, 2024, four officers of the operative group of Vagharshapat Police department and five officers of patrol service battalion of Armavir marz Police, having arrived at a restaurant complex operating in Parakar community in response to a call and having learned about the fact of hooliganism accompanied by bodily harm involving guests, noticed a number of evidences indicating this, including traces of blood, which they reported to the official, performing the duties of the head of Vagharshapat department.
However, the latter gave the police officers an illegal order to return to the police department instead of fulfilling their official duties, and the police officers who documented the call distorted the true circumstances of the incident in the relevant documents. As a result, the above-mentioned police officers failed to fulfill their official duties: they did not take measures to find out information about the alleged perpetrators and victims, did not preserve the scene of the incident and evidence, did not draw up a crime report, as a result of which an obvious grave crime and the persons who committed it were not disclosed.
The official, acting head of Vagharshapat Police Department, was charged under Article 441, Part 2, Clause 4 of the Criminal Code of the Republic of Armenia. Suspension of powers and home arrest were applied against him as a combined measure of restriction. 10 more police officers were charged under Article 441, Part 2, Clause 4, of Article 441, Part 1, Article 445, Part 2, Clause 4, Article 46-441, and Article 46-445, Part 1 of the Criminal Code of the Republic of Armenia. A ban on absence and suspension of powers were applied against the accused as combined measures of restriction.
The preliminary investigation under the criminal proceedings has been completed, and the materials of the proceedings, together with the indictment, have been sent to the Anti-Corruption Court of the Republic of Armenia.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
